this is a morbid and spoilers heavy thread.

Alright well now that's out of the way we all know the reapers owned all the lifeforms that went with the cycle right? They started with the head and worked there way through. This was thought to be their ace in the hole however since they made the relays could they turn them off? For instance say a fleet is coming to reinforce a planet. To cripple the fleet all they would have to do is wait until so many went through the relay then turn it off then kill all the ships and take the system.

Just some food for thought.

Can't see why not. Matriarch Aethyta was probably right when she said the Asari should build their own mass relays.

To answer your question, yes. By taking the Citadel, the Reapers assume control of the hub of the relay network, which gives them complete control over each and every relay. They use this to isolate the peoples of the galaxy and pick them apart at their leisure over the following centuries.

So as long as the good-guys hold the Citadel, the Relays will be active.

That's what the Protheans figured out to late, and why they alterd the Keepers. To try and give whatever came next a fighting chance. The Rachni war's where intended to 'take it over'. That failed. Saren was the 2nd (at least) attempte to take it back, and Shepard made sure that failed. When that happened the Collectors started looking to humanity to make another Reaper out of. Most likely as some kind of massive fear mongering thing. If you saw a giant ship that looked like a tanked out Terminator that'd be pretty scary.
