What would be the deciding factors that determine the cancelling out of lights when used in the cutscene editor?
Would it have anything to do with the ratios of intensity? radius? proximity to the object? number of lights used? Anyone know?

What do you mean by cancellation? As in they do not show up or have the desired effect?

Well, in certain situations, when using two or three lights, one completely loses it's effect on the object it is lighting giving the other one full dominance. I have experimented with varying degrees of intensity proximity and radii, to the nth fraction, yet there is always one that will completely lose effect over the other.(completely "turn off" so-to-speak)

Objects can only take 3 light sources. Have a look here.

I also wonder about the relation to 'area lighting' vs adding 'cutscene lighting'. I know on one large out door map I tried to add some cutscene light sources to lighten up certain sections and utterly failed.

Excellent! Thank you for this. Now I know what to look for, and how to handle it :D

From the experience I have , in the particular scene in question the level and area used have around a gazillion light sources, -expertly done I might add- so the only thing I can assume that they are already prerendered/baked, therefore might have no effect on the new lights placed in the cutscene editor. But that is just an assumption.
