I don't like attempting one of a gazillion side quests in Athkatla only to find half-way through that I don't have the appropriate equipement or spells, or that I'm too low level. That's what happened when I got my entire party assembled, including Keldorn, and proceeded to retrieve the dexterity gauntlets from the location mentioned on gamebanshee. I was inclined to turn back when I ran into creatures that use energy drain. And I HAD to turn back as soon as a ran into a group of Yuan-Ti (incuding a yuan-ti mage).

It depends a lot on your party, equipment and possible mods. Unseeing Eye is pretty hard at the beginning but with a cleric and Shield of Balduran it's a breeze.

You really should try it out yourself. Just come back later if you encounter you can't hold it against certain monsters. If you don't want that, then i recommend using a walktrough like Dan Simpson's. It's perfectly easy to play the game with it.

I will say the harder quests are Unseeing Eye, Planar Prison (Haer Dalis), Planar Sphere, and Lord Firkraag.

One way to look at it is:
Do the easy Circus and Copper Coronet stuff first, then first level dungeons (Slavers,MaeVar, Korgan,Anomen, and  Edwin quests) in each of the 6 Athkatla neighborhoods.
Only then go outside the city for Nalia's castle and Trademeet/Druid Grove. Come back and do some of the slightly tougher stuff like the  Unseeing Eye, the Astral Prison and the Planar Sphere. Then go after the 2 dragons, come back and chase Bodhi and go to Spellhold. Come back, see Cromwell, go after Kangaxx, Twisted Rune and clobber Bodhi. Think about doing the first 2 levels of Watchers Keep before you go to Suldanesselar.

The real point is to get the +3 weapons (axes, lilarcor, FoA,etc.) before doing the medium difficulty stuff and the +4 weapons before the harder difficulty stuff.

But as said above a strong tank party would tend to do a slightly different sequence than a strong magic or thief oriented party.

Unseeing eye is pretty much impossible fro a low level unless you know exactly how to combat beholders. Id stop right there at the Yaun-ti encounter. It only gets worse, much worse. (you'll need a Shield of Balduran to proceed in safety, that or really good saves)

Getting the first half of the rod is reasonably doable I'd say. You'll run into a group of Yuan-Ti and (at low level) 3 gauths across the bridge. These will probably give you a scare, but unless you're using SCS2, you should be able to figure out tactics to defeat them.

Getting the second half of the rod and defeating the Unseeing Eye is much tougher though. You can sneak through the beholder lair if you want to, but you won't be able to defeat the beholder groups down there early on. Keep in mind that this is a one-way dungeon, you can't go back out where you came from. Once you enter the lower reaches (the undead city), you need to go through the beholder lair to get back out.

On the original topic, I tend to do almost all Athkatla quests before venturing out into the countryside, unless I need to 'retrieve' an NPC (e.g. Valygar).

Easy quests to start out with include the circus, slavers (enter the ship from the slums), Lilarcor and Sarles, these involve few and very easy fights. One step above are the skinner murders, fallen paladins and Mae'Var, which have fights that might require some basic equipment and/or buffs.

More easy XP can be found in the graveyard (the southern tombs for Edwin and Korgan are the hardest here) and from Mae'Var's lockpicking practice (use a mid-level thief who gets the 950/2750 XP).

Of the out-of-town quests, d'Arnise and Umar hills are fairly easy, Trademeet/druid grove and Windspear hills slightly harder. Watcher's keep is challenging, but with the right tactics, the first two levels can be done surprisingly early on (except defeating the demon).

I always do copper coronet area quests, and take Viconia and Keldon. that should amount for about 15k gold (what a joke) which should be enough to buy some gear. After that i usually go to the D'Arnise, real easy area, to get FoA, stuff, money, and possible Jaheira romance. After that youll have enough money to do whatever.

Planar Prison is actually kind of ridiculously easy with a backstabbing thief, and a willingness to use some cheese. The "underground" portal areas are immune to spells cast elsewhere, you can completely run spellcasters out of spells (even the Warden, who has quite an arsenal) while hit and running them all down. It's one of the first areas I visit because it's so trivial to completely crush.
