I know it'll still take up two shots ammo wise even just semi charged, and somethings when i just charge it a little i can one shot guys i couldn't with no charged shots.

Quick question, do u get higher damage for even semi charged shots? Not as much as a full charge of course, but still a bump over its base shot. Or is it all or nothing?

Seems you've answered your own question 
. Personally I just full charge just to be safe because the only time I ever used the shotgun was on my Vanguard right before a BC on a Multi layered shielded opponent
