Is it really that good vs shields? I recall a video someone did somewhere in which it performed the absolute worst.
Should I give it to squad members? Should I use it? And should I stick with the Viper instead?

Incisor is the best sniper for your squad, the worst for you. it has a really low ammo pick-up, but on squadmates it's glitched and doesn't get the -60% or so reduction in squadmate weapon damage, making it significantly more powerful for your team.

Incisor - I asked Eric ****nan about weapon damange for squadmates being "bugged". Here is his reply ( he posted it somewhere on the forum )
"I asked our weapon designer and he has verified this in the past and the henchmen do still have a penalized damage output on that weapon. Keep in mind that henchmen are very accurate with that weapon, and the weapon always fires 3 bullets at a time. Also, henchmen have unlimited ammo."
It is really good on squadmates, but not because its bugged.

This. Squadmates score headshots with all three shots - they do insane damage despite the damage output penalty.
For Shepard, it is probably worst SR. You will run out of ammo really fast with that gun. Viper is much better for sure.

Not only this, but even with Heightened AR, I found I only hit with one or maybe two rounds when aiming for the head because those suckers stumble at the first hit, making the second one miss it most times, when adjusting the aim fast enough, at least the second bullet hits the target again. Incisor is outright BS for the player, but Squadmates rock with it. About 90% hit chance for all three bullets to get into the head, extreme accuracy for Squadmates and they always go for the head and the three-round burst makes this weapon the best Squad-Cryo platform in the whole game. Thane+Zaeed with maximized Damage Multipliers, Incisor Rifle and Squadcryo can clean a level all by themselves.

good to know, (installing ME2) will hand it to Garrus when I come across him, he is my favourite squad mate anyway. Nothing more fun on casual than a biotic and 2 snipers

Its funny because if you have Incisor before you make a new character, Garrus will have the Incisor when you recruit him.
