I cant seem to be able to place creatures or cutscenes on the map for some reason...

Can you explain this further? Are you in the area editor?
You need to create an area, an area must have a 'level' attached to it. (A level is the actual terrain of the area and is a separate file.)
As for a cutscene, you create a cutsene in the cutscene editor (The cutscene requires an area attached to it.)

I created a stage and wanted to place it on my level but it just doesn't let me place anything, when I select the stage, it doesn't select it for some reason.

You place stages and creatures in your area not the level.
- Create a 'new' area.
- In the areas properties select your level.
- Then you will be in the area editor and using your level. You then will be able to add all the stuff you wish.
The level is just the art resource, basically your background that you have created, you need to use your level in an area to populate things.

Ok, I am coming from the Neverwinter Nights toolset here so I am not familiar with this at all... I go to area properties and it says
Folder
Module
Owner Module
State
In which of these am I to select my level?

First you need to get the lightmaps, walkable are and that stuff sorted out, then you need to post to local, which is under tools->export and a button on the toolbar.
When you level is posted to local, create a new area and in the properties section (lower-right) you see that you can load the level file posted under the short tag you gave it in the exportable area properties in the level editor before you posted it.
I hope this makes any sense at all.

It actually doesn't make much sense to me, I created my level already, I go into Tools>Export>DoAllLocalPosts and its all the same.

Your best bet is to look at the dragon age toolset wiki for a couple of quick tutorials like the one below. The terminology is slightly different between the two. What you want to do is to view the areas properties in the 'object inspector' Small button at the top that says 'properties' when you hover the cursor over it. You can also access it by going 'view'....'other windows'....'object inspector'
You will use the 'object inspector for many things so it's a good idea to keep it next to your pallete window. When you look at the areas properties in the object inspector window you will see 'Area Layout' When you click on that it should bring up any 'levels' that you have posted to local and you can chose your level from the list. It will attach your level to the area and now you can start plopping down creatures, placeables etc much like you did in the NWN toolset.

I did it... But man was that pretty complicated! I am used to just working around the map like in NWN, but this toolset is definitely something I am going to have to get used to, I will look anything else up on the wiki and if I don't find it there then I will come back asking some things here seeing as you were very helpful, thank you for the support...
