I had to reinstall ME2, but left the save games. When I loaded a game, I had no bonus talents available (though I should have, as I did most of loyalty missions), I had only 2 unlocked from DLC characters (with a different Shepard of mine). Then I did Thane's loyalty mission and his bonus talent added to stack. But how to bring back the rest of them?

Check to see if your profile file (it should be labeled something like "player1.prf") is still there in the "Profiles" directory ([My] Documents\\\\BioWare\\\\Mass Effect 2\\\\BIOGame\\\\Profile). The profile file is what tracks your achievements (and whatever else). If it's there, you could probably check the date and time of the file. If it reads a date and time from when you first played after reinstallation, then you'll have to go back and replay through the whole game to get all of the unlocked talents back. If the date and time is something before the reinstall, I'm not too sure what to say except that maybe reinstalling the game flushes any progress made towards gainging achievements and whatnot (forcing you to go through another 20 hours).

Yeah, I lost all achievements. I just redid one loyalty mission for a bonus talent I needed. Fortunately I have multiple playthroughs and one at the beginning, so it won't be a problem

Same thing happened for me as well when i reinstalled. Even though i made a backup of my whole bioware folder.
