There is a slight error in that he asks for one more resource than the quest actually needs. I can't remember the number but if he's asking for 9 resources in total, he will only need 8 (you get the idea). So you will most likely only need 2 more resources.
Anyways, one resource that people usually miss is Salt because you can only find it in Samarach. You buy it from the eastern most town (forgot the name) after you've completed the quest of clearing the mine nearby from Firenewts.
The other resources are all available on the Sword Coast somewhere, I'm not sure which one you could be missing. There are two resources which depend on you completing quests. You get Knucklehead Ivory from Port Last after doing some of the quests there. And you get a special resource for handling the quests in West Harbor. Which resource you get depend on how you handle the quests, but Phineas will accept either one.
Other than that, I think all of the other resources needed can be traded for in the various towns in the Sword Coast.

I was able to get all 9 resources, but had to find Cold Iron along the way. I haven't found a source for it yet.
You may not consider salt from the mines in Samarach.
There's also Mead from West Harbor.
There was something in Port Llast that didn't seem like a resource but is one.

There's a fellow in Phalandrin (sp?) in the common room. Talk to him and he tells you how to get to the Cold Iron mines. If you can't search for things that are wrong, just be aggressive in the conversation and you'll figure out how to solve the mine issue.
