Yes, you can do that For PC - it's 100% working, there are even at least two translations of latest DLC available (Polish and Hungarian).
As for the dialogue wheel - I believe sometimes the text might be simply too long to fit in the wheel - but you can always try.
For Xbox360 - I don't really know how to get to the TLK files, but it should also work once you get them

Hello,

I would like to ask for help. I downloaded your TLK editor and it works great for PC vesion but it does not work for x360 version of game. Console always freeze on the boot, so in the packing proccess there must be some problem. In my country people would love to play this game in their language on X360. Can you please check x360 format and fix it. I'm really bagging you here please do it.
