As to how much we're spending? Can't say and never will, but suffice it to say that DA2 is not a budget production.

But I recently read an article on New York Times discussing video game market potential. They gave a very vague number: "in the millions" for large blockbuster projects.

The film industry hardly EVER releases their actual budget. Most budget information comes from analysts who look at the production and, really, take their best guess.

David Gaider once said that there were something like 70 devs in baldurs gate team for one year. So, if there is around 100 devs and DA2 will take one year to develop, development cost is around 100*50.000$ - 5 mln dollars.
In BG's times the standards were very low and voice acting wasn't required.

Based on the way Bioware or other devs do business, there probably isn't a hard number, just a rough estimate. An individual developer is paid salary, but they might work on several titles. A single individual might make character models for 2 different games in a month, and also do some voice acting. They aren't getting paid to work on Dragon Age 2, they're getting paid to work for BioWare. Even if they took steps to isolate this (making people log their hours as working on a specific title), the would still only come up with a rough number.
If I had to guess, I would say in the 15-20 million range...but it's hard to tell without seeing the finished product. The size of the staff and how much they had to customize the engine are going to be large factors in there.

A little off topic, but I didn't realize APB cost so much money to develop (according to both lists). Considering it only ran for 3 months, that's getting into the realm of 'ET for Atari' screw ups...
