OK, the first mistake I made was listening to the technician. Always a bad move, particularly when dealing with people who's only ability to "troubleshoot" consists of following a canned script.
What the original problem was is irrelevant at this point.
The BioWare technician's advice that I was stupid enough to follow was to manually uninstall the game and delete all the existing files - including the saved games.
Of course, I didn't realise at the time that achievements are stored locally. So, in other words, when I reinstalled and went to play again, I had lost all credit for having completed the game once already.
I want my extra bloody power for my new playthrough.
I downloaded a completed saved game, but for some reason that doesn't give credit for having won once already.
What do I have to do to get my credit for having won once already back?

This might help, Gibbed's ME2 Save Editor can help you create a new custom character and specify flags for it, including what your character did in ME1. Unfortunately you cannot edit what skills you have but if you have one character that has been marked as completing the game, maybe it'll allow you to create a new character and then the game will see you've beat the game already.
