So I'm guessing with the given possible different origins of Shepard, I'm going to say no.

For Earthborn is possible one or both are alive.
For Spacer mother is captain of some Alliance ship while father is unknown.

It is not possible for Shepard's father and mother being alive.

I wouldn't give a f**k if my mother and father are alive, they abandoned me.

It seems like the most logical choice, but even THAT may be too much to hope for. Bioware has a way of making you only 'guess' his past actions/relationships and/or parents
The least Bioware can do is give the father a name. I'm sure fans can piece things together, but they will never be able to truly know Shepard's father for the man he is and not for the man we think we know.

You don't actually "meet" Shepard's mother. If you're a Spacer then in ME1 you can talk to her over the FTL comm link when you do the Spacer specific quest. And you get an email from her in ME2. But that's it.

E.g) My renegade colonist Shepard had a poor relationship with his father and hadn't even seen him in a few years when the batarian raid happened.
My Spacer femshep loves her father but often has differences of opinion regarding as he is an active supporter of Terra Firma.
