Eleni, Sandal, and the raving lunatic at the Hanged Man say things suggestive of normal humans getting magic powers. I think in DA3, they want to copy x-men, making the same story of whether or not mutants deserve human rights. I think DA2 was predictive programming for the race tensions we see in Europe, DA3 may be predictive programming for human-chimera experiments currently being carried out, which may in real life cause debates similar to what is presented to us in x-men.

I'm guessing dark force is a new race that will appear and they are controlling the chantry from highest level as way of crushing any magic users/mages because mages are only ones who can stop this new race people like Feynriel are best weapon against this dark force which controls chantry. The chantry are pawns in there goals and if mages all become neutered or dosile so they won't be able to stop the dark force taking over. In the end Sandel will be the hero who while in deep roads and being born special he has something inside him that will turn tide against this new race and he will save the DA universe by sacrificing himself and this power he has to save everyone else.
