she boots up ME2, it lists that all of the DLC I downloaded (which is
pretty much all of it), is corrupted and will need to be downloaded
again.  However, on my profile, which is attached to Live, everything is
fine.  I transferred licenses to my console (around June/July, it
RRoD'd so I sent it to Microsoft and got a replacement and forgot to
transfer licenses after I got the thing back and assumed that this was
the issue), but that didn't clear things up.  I re-downloaded
everything, and that didn't fix it, either.

And just a few
miunutes ago, I deleted everything and downloaded it all again, checked
her profile, and the issue still pops up.  Is this an issue with game
saves, or maybe even the system cache?

And once again, this is
not happening to my profile at all.  I never bothered to check any other
profile on my system, as it's just mine and my sisters that touched
ME2.

Though now I've discovered that all of the profiles, including my Live profile, are having this issue as well.  I experience it when disconnected from the internet.

It honestly sounds like a transferred licensing issue, but if you look at this post, particularly the last bit, perhaps that might help. Unless someone has another idea, this might be something for which you need to contact XBox Support.
