How can I upload my character data from my PS3 to my Bioware account?

Once you register your game just play as you normally would. After about an hour or so your character should show up automatically on the site.

Are you logged into the PSN/Dragon Age servers when you play?

Go to "My Games" and click on "Dragon Age: Origins - PS3." (You need to have the appropriate game registered.) This should take you to your profile on the BSN server. After you have loaded that page, go back to the actual BSN site, and wait up to an hour (usually takes me 5 minutes.) If you have been playing while logged in, your stuff should now upload.
It's hard to explain, the whole system is needlessly complicated. That's just how I (sometimes) get it to work.
