Str is much more important. I had 34-36 Str at the end of the chapter with only 20 cunning(these stats were modified by gear).
Perhaps I was lucky, but with 20 cunning I didn't get detected too much, while staying at 16 cunning during some levels didn't work out too well.
The only downside was that I was too damn squishy. Anything towards the end of the chapter can two-shot me.
ADD: The weapon I used through most of the screenshots up there was a white Honed Berserker's Blade, which cost me only about 2 gold, no stat, 49 damage. The weapon with highest damage I've used towards the end of the chapter was a pale yellow Honed Berserker's Blade, some stats, 51 damage. I haven't seen a weapon with more damage than that!
Getting 3 digits hits really isn't hard. It should be viable as early as level 4-5. The key is: Backstab AND Flank.
Another Note: Due to the game's deisgn, you won't hit for more than a creature's existing health. e.g. a raptor has 87 health, if you one-shot it you will always hit for only "87"; an ogre has 30/400 health, even if you backstab + flank + crit, you will still hit for only "30" health.

I don't think that loot scales with your level though. At level 3 I can basically reload a bunch of times to get a tier 3 honed berserker sword for nearly the rest of the game.

Sorry to dog you with another question but whats the best armor you have for your Rogue? that is to say the best Medium armor, name + stats

Flanking requires that 2 friendly melee characters are adjacent to an enemy. So your tank is next to an ogre as is your rogue. If either of your melee party members swing at the ogre you get a bonus to damage for flanking.
Edit: You could have 2 friendlies in general next to a single enemy to get the bonus, but I prefer to keep my mage in the background and safe from ogres.

Double Striking is okay, but with it's hinderance of not being able to crit or backstab reduces the damage output. Flanking as far as I could see is uneffected.
Dual Weapon Sweep is sweet, towards the end of the game I was able to inflict 50-70 damage on two adjecent foes and got that sweet double kill several times.
Flurry is very nice but with its high stamina cost it should be. I managed to get some high damages with this.
I'm pretty sure that my rogue was the easiest to complete the game with, but that is because he was the last one I ran through the game. I didn't get any decent drops for the whole of his game and still managed to get a flanking backstab on a troll for 138.
As a note: any melee can backstab, you have to be behind the opponent and not move. I've seen warriors get backstabs in too.

Does the 3 digit flanking backstab require Flaming Weapons? Because I've flanked backstab on the rogue log & my highest backstab on the log was in the 80s in damage. (Mind ya, that's still good.) I put 4 points into cunning at lvl 2, & every other point into str on the other level ups. Finished at lvl 7. Does it matter what weapon is used for the backstab? I was using 2h axes. (a.k.a. the greatest weapons of them all

Ahh, forgot to mention that I paid dearly for my start-game GreatAxe find. I finished Chapter one with a tier 2 GreatAxe, never finding a tier 3 GreatAxe. That could explain my situation. Guess i'll have to wait for chapter 2 for 3 digit carnage.GhoXen wrote...

The gaming breaking secret is: max Str/Cunning, learn 2-handed talents especially Overrun, level 2 stealth and combat movement. You'll beat the crap out of Martine's dps with your greatsword backstabs.
Add: I've been one-shotting things for the last ten minutes or so. Butts are being liberally kicked!

My rogue got to level 6-7
He uses:
Main Hand: Piercing Longsword (Tier 3; Damage 29; +1 Armour Penetration, +5 Combat Initative)
Off Hand: Decisive Battle-Axe (Tier 2; Damage 24(12 in off hand), +2 Defense, +15% change to prevent enemy counter-attack)
As I said, I mamaged to avoid any decent drops the whole of his game
