Just wondering if Inferno Ammo panics guys with defenses still up. Seems like it does.

Is it just me, or is it more effective in cqc?
And does it overpower the Mattock? Every shot with the Mat seems to cause that burst of flames, and enemies catch light so quickly.......

Maybe the Inferno's splash effect works with each hit?
That would suggest that weapons that have high RPM or fires lots of rounds together (shotguns except GPS) would splash more fire about, leading to higher chance of setting secondary targets on fire.
Another thing is, if my understanding of Inferno ammo is accurate, is that the splash effect doesn't occur until the rounds are eating into the primary target's health?

I've done a fair amount of testing on inferno ammo. Here's what I've found:
1. The organic panic (fire dance) on enemies you're directly targeting triggers only if the target is down to health. However if you panic an enemy and the splash triggers, every enemy in the AoE will panic even if they're defended.
2. Similarly, if the splash animation (the flame burst) triggers on a defended enemy, it won't do anything to surrounding targets. However if it triggers on red bar, the burn damage DoT will hit every enemy in the AoE, regardless of defenses. That means you'll see neat things like a burning target taking damage to shields, even though normally inferno does nothing to shields.
3. Different weapons have different chances to proc both the splash animation and the fire dance. Generally, the automatic/burst fire weapons are pretty terrible, but the semi-automatic weapons seem to have a very high chance to proc. This makes the Mattock/Viper godly with inferno as they do lots of damage and set everything on fire while they're doing it.

Inferno is crazy good for shotguns. 1 shot = 8 pellets, so there is a very high chance of setting everyone in 3m radius on fire. Actually, it may work 100% of the time. (did not test, but I do not remember seeing it NOT working)

Hell, even with the GPS which only shoots 3 balls, I do not remember seeing it NOT working

I wonder if Inferno is supposed to cause surrounding enemies to panic through defences. It seems a bit strange for it to have less effect on the target that is getting shot than it does on bystanders, but at the same time if it didn't work like this then it begs the question what the point behind the AoE would be in the first place, since it's also an anti-armour power.
