She was unscrupulous in ME1, no question. But her sister was blackmailing her, and was a truly nasty piece of work at that: a slaver and a pirate. One of the Shep answer options is even "You could have just told me, I'd have happily killed her for free.", or words to effect.
Then in ME2, she's killing her own workers if they quit ("people who quit, just disappear"), hell, she's killing them just to clear out the tower. It's like she went insane between the two games. Bioware wanted to make sure most gamers wouldn't have scruples about becoming an accessory to her murder, so they derailed her into a complete monster.
There was no indication that she was particularly murderous beyond her blackmailing slaver pirate sister, if we go by ME1 content alone.
