Scenario one: if Liara is Shepard's love interest from ME1 and stayed loyal, Liara is happy to continue the relationship and Feron is just a friend who she felt indebted to.
Scenario two: if Liara is not Shepard's love interest from ME1, then she still went to great lengths to recover Shepard's body as a friend. Liara's relationship with Feron could develop beyond friendship (as witnessed through the relevant dialogue), but she would still be friends with Shepard.
In either scenario Feron does not threaten Shepard and Liara's relationship. It has to be said that there doesn't appear to be a middle option if you played Shepard as being xenophobic in ME1 though.
This is pretty much how I feel about it. If you romanced her, then no; Feron is no threat. But, if you didn't romance her (like I didn't), then perhaps over time they could pursue something and if they do, it doesn't matter because Liara isn't your LI and thus, Feron isn't a threat because Liara will still be your friend.
