Can I include an xml and 2da override in an erf through the toolset?

i don't really understand the question.
An Erf is kind of a way of packaging files you are transfering between modules.
A 2da should either be put in a hak, or in your override folder. XML files should be put in the same spots. I would distribute it as a hak. So i'd have to say while i imagine it would work, i'd suggest a hak would be a better way to distribute files like that. That way nothing imports, overwrites things in your module, and your content can be given a load priority ( that which is higher in the hak list is higher in load priority and will be used in case of a conflict )
( look for nwn2packer, it lets you open up erf's, hak's, mod's which all happen to be the same file format with different extensions )

XMLs and (most) 2da files will also work from the Campaign folder.
