For me, Cullen in many ways represents the tragedy of the Templars.
So in that sense, he is a good character.
I agree on the tragedy bit. Alistair and, if you so choose, the mage Warden, are free. Cullen, who seems nice enough and may have not had a choice about becoming a Templar (he's pious, but not exceptionally so in the beginning) is everything that could have happened.
I've come across a lot of comments (in various places) where Templars are generally characterised as cruel, vicious men but to be honest, I can really see a lot of them empathising with one another potentially. Bran (the templar you can chat with at the tower's entrance) is pretty nice as well; mean templars seem to be the exception. I think Gaider stated that templars can technically marry if they wish, but let's be honest- the ones in the tower seem to be as trapped as the mages. :/
ETA: There is a third option. Playing through Witchhunt as a fem Amell, it's mentioned that Cullen is sent away by Greagoir to recuperate, and some of the mages think he may still hold a torch for the female Amell. So if the freeing mages option isn't taken, and the templars aren't sided with, there might still be the possibility of a decent, if not happy, ending for Cullen.
