I recently purchased this game and was getting the 'failed to find a supported video card' message.
I went crazy pouring over the site looking for answers. I have a ATi HD 4250 installed on my computer and running Windows 7 (64 Bit).
After trying most of the fixes that are posted i finally got the game to work. How I did it was when I I ringht click on the shortcut I told it to 'run as Administrator' and the game runs no problem. Kind of crazy but it works.
For those that have a similar issue try doing that and see if it works.

I regret what I feel is a necessary necro here. Unlike the majority of threads that a search for the same error message will bring up, this member had / has a bad video device that should only "almost" work with the right screen resolution, the right graphics driver, a clean game install, and an uncorrupted Direct3D system in the OS.
Onboard chipset video chips are not designed for game play, and won't provide a good presentation of what the game really "runs" like because they are just too slow, too narrow in bandwidth, and have too few shader processors. An HD 4250 isn't even a particular good chipset video chip compared to what's available now ("Llano", for instance).
Other threads that a search will bring up are better examples to work with than this one, but a recent upsurge in messages about it has been caused through mismatched settings. A 4:3 screen setting should not be chosen for a wide screen, and vice versa.
