The "booboo" (FeastDay DLC not "presenting" correctly in the PSN "store" even though installed, and no copy of RtO) was ONLY on the UK PS3 version. BioWare is making a free download of RtO available to the affected customers.KnightCommander wrote...

Can't say for sure it'll work for your problem, but the recommendation from BioWare staff about putting the UE on a system that has an existing DA install was to UNinstall the previous version (keeping your Saves and Characters, of course!) before installing the UE.
(If it were me, I would backup my entire "/[user's documents]/Bioware/Dragon Age/..." folder before doing this!
Then "Activate" the DLC with your with your EA account by entering the code, and you should be good-to-go. Might take a few minutes and a refresh (exit/re-start) of the game for the EA servers to update to reflect your activation.

Would I have no issues installing the game on my dad's PC, continuing my save, back it up after I'm finished playing, and then continue once more when I get back home (and port over the save from the playthrough at my dad's house)?

You may need to register a cd key. Right click on DOA from Steam/Library and check "CD Keys", redeem the code on this website. I had to do that before the dlc, which was installed, became "enabled."
