Actually, I discovered a run-around for this issue. Since I obtained two versions of the game (one bought & one x-Mass gift), I was able to secure two licenses for two installations. (Yes, I have them all registered.) As a result of installing the game onto two computers, I discovered how to transfer my 'authorized' DLC to a standalone (offline) computer. After you install one copy of "DAO: Ultimate Edition" onto your internet computer, register and authorize your game and download content. Enter into the game once to see if everything has been 'authorized', and then...
If I told you the secret on the forum board, someone over at BioWare would most likely shutdown my account. Lol... Yes, there is a way to install this game, authorize the DLC, uninstall everything, reinstall the game later (on an offline computer), and then be able to access your download content (without reauthorizing the DLC through your social network account). I have already got the process down to only two (possibly three) steps.
Since I kept getting kicked off the family computer (internet one), I wanted to find a way to play everything on my personal computer (offline one). Now, my family doesn't scream at me for hogging the internet computer.

What can I say? I am a paying customer who just wanted some flexibility. Since I bought the "Ultimate Edition" version, I didn't see any harm in securing my product's 'authorization' indefinitely.
But it is possible. Its a little too easy.
