I recently purchase leliana's song and played it. today i went to go load it up a save game for it and its telling me that I can't because I'm missing the blood dragon armor DLC.
i'm not sure how it was deleted but i need to get it back so I can play my save games in this and ME2 i suppose?

Need more info:
Did you ever have the Blood Dragon Armor before or is the first you've heard of it?
Do you play with your console connected to Xbox live at all times or mainly offline?
Are you successfully connected to the Dragon Age servers when you play (after loading a save game, it'll usually tell you within a minute or two if it fails to connect)?
In regards to the Armor, if you've had it before you should be able to download it again from the main menu of Dragon Age. There's a place there to view your purchased DLC and download them. If that doesn't work, you can always go to Xboxlive.com and sign in to your live account. Anything you've EVER downloaded is stored in your account history and you can remotely queue it for download the next time your console starts up.
In regards to the playing online/offline questions, if you are playing offline the problem is likely due to you not have the required digital licenses (DRM) for the armor. This is a common problem that has plagued many players. Switzki put together a great guide on how to ensure you have all the downloaded rights needed to play offline. Otherwise, you'll always have to be connected to the internet to play. Let me find it for you and I'll edit in a link.

yes i have the collector's edition. redeemed my codes ages ago.
i know the armor worked because i had it in ME2 even.
i play connected to Live at all times.
yes i am connecting to the DA servers successfully. i will try the xbox live download history to do it again!

Oh boy....all the right answers.
And none of them fit my diagnosis. Well yeah, try manually downloading the thing again using xbox live download history. I always only got the missing DLC message when I couldn't connect to the servers. That you are getting it based on your answers is totally wacky.
