One of the property fields of modules is the "Required Game Version" field that shows up in the Installed Content tab of the Downloadable Content section of the main menu.
Is it essential that we set this required version to the same version of the game that we are using if we are making a quest mod? If not, is there a list of specific items that would require players to have newer patches installed?
In short, how do modders know what version we can put in this field and be sure we will not cause any compatibility issues for players?

I would suggest setting it to 1.02, since many players won't install the later patches due to problems they've experienced with them.

It is not so straight-forward. If you set it to anything lower than the version you have installed, you also have to make sure that you are not using script functions released/modified in later versions and not using any core changes released after 1.2.
Basically, I'm suggesting keeping your version at 1.2 if you are going to go this route. Or at least, have a 1.2 version on another computer so you can test it. You could try installing in another location with 1.2 alone but I don't think the Toolset respects the alternate build location.

That was my concern: that scripts that we write depend on core scripts that may have changed since 1.02. I don't believe I was using any of the new functions released after 1.2 (I know I had a post with them listed bookmarked *somewhere*), but I wasn't sure if that was enough.
I patched to 1.04 so I could play DLC, so I don't know whether that means any mod I make now will require users to be patched to that level. And unfortunately I don't have a second computer to try it out on.

I remember reading a post from Sunjammer that the 1.4 patch had the 1.2 script.ldf so script-wise, it should be ok 
If you are not playing the game, you could just try removing (after backing up) the patch002.erf (for 1.3) and patch003.erf (for 1.4? Haven't installed it yet so not sure of the erf name). The toolset reads the resources from those files, if I am not mistaken.
