when i click on New Content Available it dumps me back to my desktop but does not open a web browser. ive closed my web browsers and left them open but it does no good. I cant even get a look at the news content . it says that I'm connected to Cerberus Network in game so I dont have a clue how i can get to the new content.

If a web browser window to download the new content doesn't open, you could always just open a new browser window and either get your stuff from here or the official website (although I think the official website would direct you to here anyways). Aside from trying to download the content, the news should show up if you are connected (I don't think there is anyways you could enable/disable the news thing whether you're connected or not). If you weren't connected, the news screen would be "minimized" and there would be the button to "Connect". If anything, I would try disabling the auto-logon to the Cerberus Network (from the in-game Options) and try connecting to it manually (also in-game via the "Connect" button where the news screen is).
