I have a mage character who has this irritating white mist or fog around him all the time.  It looks sorta like some kind of cold spell but always persists even if i strip all clothes and jewelry off,  and make sure there are no spells active.  The character is only level 3 and has no inherent resistances. 

I really have come to hate the effect and its always there.

Any ideas?

Try saving the game and then reloading it- be sure you're not carrying a weapon with a cold rune enchant.

also make sure that your companions don't have anything active... the "blue mist" is Leliana's bardic ability
