.......you need  the Skill 'Improved Coercion' for that....then the dialog-option is different (as far as I remember) and he is willing to talk to you...afterwards he will hand you the key for the chest in the upper room....

2 ranks of Coercion does it for me. Same thing you need to convince Dwyn to fight, as well.



And most important of all, to convince Teagan to flirt with you (as a female PC). Priorities!!!
