Okay, so I've been browsing the forums, and I think I know the answer but I will ask the masses:
I just started a 2nd ME game with a new character. I started at level one. I'm currently level 45.
Now, I have played once before, but did not get either of the achievements. I ended at level 48. If I were to load that old game back up and get the Power Gamer achievement, will the XP bonus affect the new game I am already playing? Or will it only affect a brand new game?
I am trying very hard to reach level 60 in 2 playthroughs with this new character. D:
Thanks for your help!

I think youd get a boost to exp for current and new playthroughs.

What about unlocking the level cap? Will my character be able to go higher than 50? In that first playthrough. I haven't done any main quest missions except Noveria, and it'd be a shame to lose all that XP.

Yes, if you load your 48XP profile and reach Power Gamer the +10% Xp reward affect the rest of your points, but I think it will not possible reaching level 60 with this character in only one playthrough.
With a level 50 one, doing everything in the game you still end the game at maximum level 58, short to go level 59.
