From the current team, I'd vouch for Mordin of course, he was already STG, Spectre is just another title for a more or less similar organization with higher recruitment standards. And for that, he surely has the skills.
The Virmire survivor is also a good candidate as they both were willing to make sacrifice (if you remember the scene, but hey, who doesn't?) and both are loyal enough to... what they believe to be right. If there was a choice, I would pick this person.
I also have some nightmares about a certain Biotic Spectre God crushing his enemies with the great wind...
Or maybe the Refund Guy, maybe with a gun in the face, he could finally get his refund?

My candidates would be: Miranda, Jacob, Garrus or Samara

He is qualified, I'd say, he was a possible candidate. Also, just give him some aviators and he won't have any confidence issues...

Both have saved the citidel. And both have worked closely with Sheppard so know what it takes to be a Spectre.

On the Squadmates heres what I think:
Kaidan: Lacks charisma but would be a credible choice.
Ashley: An ideal choice but she would be extremely reluctent to leave the Alliance (which is in her blood) to take orders from the council
Garrus: An obvious choice and he seems to tick all the boxes. May be a bit headstrong however
Wrex - No chance he's trying to hep his people
Tali - Not strong enough in combat
Liara - She's got her plate full being the SB
Miranda - Now that she has left Cerberus (in my save) she would seem an ideal canditate. Smart, decent in combat situations she has learned from Shepard and has humanitys best interest at heart
Jacob - Another strong canditate. Jacob comes from an Alliance background, would represent humanity, but maybe does not have Miranda's experience
Mordin - Limited in combat, short life span, he is a scientist firstly
Grunt - Loose Cannon and much to young
Jack - Criminal, has never obeyed the law before, she would completely abuse her Spectre powers
Samara - Her code governs her actions not the council. She could not and more importantly would not follow both
Thane -Assasin, may well be suited but he is about to croak it
Zaeed - Please
Kasumi - No she would have no interest
Legion - The Geth are completely independent of the council and the citadel
Overall I would have to go with Miranda as the best canditate. She ticks all the boxes and the fact she is human gives her the edge over Garrus. Shepard has a responsibility to do what is best for humanity

as much as i love kaidan, i agree - he has a steely edge to him that you really only see if you bring him with you into combat, but he doesn't have that magnetism of personality that shep seems to have (well, no one does, but yeah). however, as a behind-the-scenes operative, maybe. he is so unassuming, he could be completely deadly in that way. just the tech guy...then BAM! however, i think his tendency to work "by the book" and avoid decisions that don't leave him "a way out" would get in the way there. spectres sometimes have to cut corners, much as he hates that notion.

agreed, except that miranda might give the council pause with her history. then again...

jacob seems to much of a follower to me - same problems as kaidan in lacking that charisma, but without the steely resolve that kaidan seems to have (imo, anyhow)

pretty much what you said, except that i don't see shep's responsibility to humanity, but to all sapient life. but otherwise, yeah.

I take your point, Miranda's involvement with Cerberus could certaintly raise a few questions with the council. I think Shepard has a responsibility to all, but ultimately he is still human, and I'm sure he is a patriot
I actually think Ashley is the stand out canditate if it wasnt for the fact I don't think she would want the job

He's competent in tech, biotic, AND combat abilities, he's had several commendations as pointed out in ME1, he's level-headed, and he's already a Staff Commander in ME2.

What has charisma got to do being a spectre? If you want to argue that all spectres have confident natures, that comes from their competence, the fruits of their former careers and training - they are top of their cohort. And if you want to argue that Kaiden lacks charisma, I'm afraid Miranda doesn't have much of that going for her either. (Don't tell me she can use her body to get what she wants, spectres don't deal exclusively with men).

Ashley has her obvious distrust of aliens and the council, which would definitely be problematic as a Spectre. She would be an okay leader in the Alliance, but wouldn't work well with the council.
Kaidan, while a good soldier, always seemed more of a follower than a leader himself. But then maybe that is just because it is hard to show leadership with Shepard around...

He is the most qualified, he already has spectre like experience, he is a good leader if a bit too trusting of his men (but then, who can really fault him for that, you have to trust your buddy with you life), and for god's sake, he isn't a high profile criminal, he isn't a former member of a terrorist cell, he hasn't joined a monastic group that would compel them to be unable to make hard choices, he isn't a member of a species that is regarded as an enemy of the council, and he has a very active urge to end injustice.
Come on, you are really telling me you'd pick Jack over Garrus?
