Garrus most likely. But he hates how the council works so that might not work. Samara is already kinda a Spectre already, being a Justicar and all. Can Shepard pick someone from ME1? Because I would pick Wrex.

Yes, you can pick anyone from either game - except Liara.  She's gonna be busy enough.

So far, Garrus is in the lead.

I could also see Zaeed in the role, he's certainly amoral enough and has the ability to take command of a situation - has plenty of experience, as well as being damned hard to kill.  Perhaps even Kasumi, with her ability to "stay off the radar" could be a definite plus in being Spectre material.

IMO, I don't think it's so much personality that qualifies one, insomuch as actual ability, and plenty of smarts.  Self-confidence would certainly be a major factor.

Okay, so - Garrus aside, can any of you good folks speculate on what it would take to make your fave (or second choice) pick actually qualified?  Would they need to change radically or just incrementally?

Not part of the squad anymore but... I would pick Wrex. He probably wouldn't leave his planet, but he would be a terror to behold as a spectre.

He is the most qualified, he already has spectre like experience, he is a good leader if a bit too trusting of his men (but then, who can really fault him for that, you have to trust your buddy with you life), and for god's sake, he isn't a high profile criminal, he isn't a former member of a terrorist cell, he hasn't joined a monastic group that would compel them to be unable to make hard choices, he isn't a member of a species that is regarded as an enemy of the council, and he has a very active urge to end injustice.

Come on, you are really telling me you'd pick Jack over Garrus?

Garrus, hands down. The second best might be in fact Miranda. In my team has left Cerberus, got the brains, looks and combat skills. Understands protocol and is pretty fearless and has flexible morals when needed.

Garrus seems like the likely choice, not his experience fighting the Geth and the Collectors, but the initiative to assemble a team on Omega and take the law into his own hands shows that he's willing to do anything to serve justice.

"Spectres ALWAYS get the job done" That fits Zaeed perfectly. He has more experience than Shep, Garrus, and Jacob put together, and has a mission-first attitude. Also, the man isn't afraid to get gritty when it comes down to it. His job in the loyalty mission (as he saw it) was to kill Vito. The only thing stopping him (if you went that route) was Shep, who by way of BW's finger-waggling, stopped him just because it was Shep.

Gavorn? He he that merc you encounter one time on Omega? Killing vorcha is more sport than challenge.

Zaeed could have easily been a Spectre back in the day. Just imagine him doing hostage negotiation.

VS - most likely. Humanity needs a Spectre, and Shepard is a bit out of control.

Garrus, Zaeed - badasses who make the job done. Don't think they'll enjoy following Council's orders.

Wrex, Liara - already have work to do.

Tali - too gentle. As for me, don't good in combat. Especially single-handed.

Miranda - nice in command (class ability), as Sentinel Kaidan is better. Will be handy as Alliance officer, not Spectre.

Jacob - it will be the most annoying Spectre ever.

Jack, Grunt and Legion (and Morinth). And yes, "unfriendly candidates". We have dismissed this claim.

Mordin and Thane - and next year they'll die and we'll need another Spectre.

Samara - expect troubles between Code and Spectre's duty.

Kasumi - Spectre thief? Really?

From NPCs - Anderson, if he isn't Councilor.
