Sure she'd most likely refuse and would be pissed that I'd even suggest her. But she'd be able to handle it and wouldn't be that bad if you ask me.

For someone able to get the job done; Garrus and Jacob. SB's dossier on Garrus pretty much stated that the only thing keeping Garrus from really excelling is that he's staying in Shepard's Shadow. Jacob already has a lot of experience doing shadow ops from working with both the Corsairs and Cerberus.

Assuming you encouraged him to reapply, he should have been one in ME2. Samara would be a great candidate as well, but as a Justicar I doubt she'd be interested. She'd have to give up one for the other, and she seems far too devoted to her duties as a Justicar to just walk away from it.
The rest can all be easily disqualifed for one reason or another.
Wrex and Grunt wouldn't make good candidates because they are Krogan. As such they aren't exactly diehard Council loyalists, and the Krogan aren't deep thinkers or cunning stategists either.
Liara is the Shadowbroker. Conflict of interest
Ashley is suspicious of aliens & the Council
Kaidan - nothing really special about him
Tali - poor leadership abilities. Quarians are also blacklisted in Council Space
Jacob and Miranda make poor candidates due to previous Cerberus affiliations. Nothing really special about Jacob
Thane is dying.
Jack has the emotional maturity of a 16 year old and is a former pirate and convict.
Legion is a Geth
Zaeed is a mercenary - his loyalities are suspect
Kasumi is a thief - her loyalties are suspect
Morinth - mentally unbalanced
Mordin - STG background would normally make him a good candidate, but perhaps a little too eccentric

Agreed.
Really the only characters besides Garrus with backgrounds that *might* make them good Spectre candidates are Mordin and Samara. Despite being former STG Mordin however could easily be disqualified due to his eccentricities. He's a little too much a mad scientist. Samara while an excellent candidate on paper, isn't likely to abandon her duties as a Justicar to become a Spectre. And she would have to if she wanted to be a Spectre, as there could be a potential conflict of interest if someone were both a Justicar and a Spectre.
The only character with a legitimate shot at being made a Spectre is Garrus.

That is just racist, I bet council wouldn't want to make them look bad to decline a krogan if he is worth that title

Few know that he founded the blue suns and I bet few know that he is a mercenary.. I say why not? As long as hes qualified

As for Thane he will prolly die soon, he is very old for his species.. Guess that will stop him from becoming one.
Just remember that Saren went rogue and did not care much for civilians and so did that Asari from latest DLC.
I just get the feeling that the council would accept anyone that can get the job done, do their dirty work.
Shepard became a spectre pretty much because he made it clear that Saren gone rogue, plus they ugh ... Needed...? (as in why not just send another spectre) someone to stop him.
Seems like most of the Spectres work alone, Shepard feels like the only one that is not. Bet Shepard couldn't do this alone
