And yet, I run out of ammo far too often for my liking. Rest of the game is so great it does not need mentioning.
What am I doing wrong? I'm having trouble keeping the pressure on when I'm running out of ammo so much in each engagement I have to take a breather to find ammo instead of continuing the game's pace.

for example different weapon loadouts can really hamper a soldier regardless of heavy weapon, ammo or bonus power used.
such as going to war with carnifex, mattock, mantis or widow and claymore or gps, which gives you a low total number of shots.
compared to the plentiful ammo you will have with predator or phalanx, revvy, viper and scimitar.
missed shots could be fatal on a few missions with the first loadout example, where you get rushed by melee enemy and / or heavies, with insufficient cover or thermal drops.

Now with ME2 able to import ME1 saves (yes, this is all news to me, welcome to 2009), I'm deftly considering trying more options.
Basically, I feel like I'm "banging my head against the wall" as Anderson would say. I've had, in multiple fights (getting to Archangel, Mordin, hell, Grunt even), had to switch out of my AR to another weapon because I couldnt do enough damage, and even though Miranda has Warp and Overload, I cant get them to cycle fast enough before some krogan steamrolls me into a wall, or a sniper gets lucky and bifurcates my head.
Jacob is good for single-target CC, but with the multiple opponents I've had to fight lately, I'm starting to have to use up ALL my heavy weapon ammo just to survive the usual first couple of engagements, leaving me high and dry when a boss-ish fight comes along.
I'm thinking about dropping this game and trying another class, to be quite honest. Then again I could just man up and say I'm a **** and drop the difficulty back to Normal.
EDIT: I've only had 9 hours in, and just got Grunt (havent cracked him open yet), if you're wondering what point in the game I am at.

Well, your answer is yes, your doing it completely wrong.
different weapons are effective versus different defence types. this is not Mass Effect 1, you have to use most of your weapons, and different weapons fit different situations. its the same for ammo powers.
use assault rifle, or shotgun from close range versus shield.
use heavy pistol or sniper rifle versus armor. assault rifle is also good(if you have the vindicator or the mattock, the avenger is kinda weak), or shotgun from close range(if you have the eviscerator).
disruptor ammo is good versus shields, while incendiary ammo is good versus armor.
Even if you are using the correct ammo power, it wont change weapons' advantage and disadvantage. Even with disruptor ammo, your heavy pistol will suck in taking down shields,so it will be just wasting valuable ammo, while it will just consume any armor with using inferno ammo very fast.
So for example, you face a Heavy Mech. Use your assault rifle with disruptor ammo to take down its shields, then switch to sniper rifle/heavy pistol and use incendiary ammo. (if you have a vindicator or a mattock assault rifle you can use that too) if armors are down, switch back to disruptor ammo.
Use your squadmates well. For example early game, i often use Jacob and Zaeed. I always max Jacob's squad incendiary ammo as fast as possible, and same for Zaeed's squad disruptor ammo. That means early game you dont have to max those powers for yourself, so i always go to have at least 1point of cryo ammo. This also means, you can order your squadmates to switch between ammo powers, and no cooldown time for you, so you can use your other powers. Cryo is my favourite ammo type and it is pretty good against Husks,Krogan and Vorcha once their armor is down.
Thats it, the soldier is one of the strongest class, and if you play it how it supposed to be played, you should have no problem, not even on insanity. you dont even need heavy weapons...
IF your at Grunt's recruitment mission, i think your progress is around 25%..

That must mean I truly suck. Died 7 times just getting to Mordin. Couldnt count getting to Archangel, and gave up twice on getting to Grunt.
I'm probably going to toss this one into the bin and start over then.

You can hotkey your squad power and use them like ur own power - as long as they are alive.
Switching game to normal for 1st play is nothing to be ashame of really - Once you are used to the combat system, dont be surprise that you will be doing your next play through on insanity.

my first play through I did the same thing until i got the revenant on the collector ship, stayed with rifle and sniper mostly. But i have learned to use the others over time.
there are bonuses for different protections with the weapons. most shotty's great vs. shields, heavy pistols vs. armor, assault rifle is the jack of all trades, master of none and sniper great vs. armor and for long range.
also, have you used the research terminal in the lab where mordin is? if you have enough minerals research some damage increases that you have collected so far.
for ammo powers they are only effective against specific protections.
also, I assume you spammed immunity with you shock trooper as I did in ME so hardened Adrenaline Rush (lvl 4, 10 points) is probably the closest thing you will get, best if you are overwhelmed and have to move to new cover.
In ME2 a soldier can ignore Concussive Shot, but it has it's usefulness once protections are stripped. WIth ammo powers use disruptor for shields, incendiary for armor / health regen stop, and cryo for crowd control. the passive class for soldier is important to level up either commando for damage or shock trooper for the max paragon/renegade boost. the ME2 soldier sometimes have to micromanage the squad to remove protections, but with a pureblood grunt spamming fortification and a claymore is fun to roll with.

ThatAverageGatsby produced some great video guides for getting varies classes through Insanity. Most famous for his Adept and Engineer walkthroughs, he did also create quick 5 video series for the Soldier class. The first video is a great introduction for anyone new to ME2 and Soldiers.
After watching that, I'd suggest browsing some of the Soldier guides listed in the stickied thread at the top of the forum.
You'll get the hang of it, just keep pluggin away. You get a feel for the game and the flow of combat in time, and start automatically knowing when to use which weapon in any given situation, and just as important, when it's not safe to switch. Since the Soldier doesn't really have any worthwhile active power other than Adrenaline Rush, which you should use as often as you can, his none shooting time is spent switching weapons and ammo types around.

I'm also not adept (oh a pun) at swapping weapons mid-fight. With years in FPS's under my belt its more or less a sign to myself that I've been horribly bad at ammo management, which just screams negatives at myself. I'll probably take a peek at other classes before playing one to the end.

Save your shooting for when you know you can take out the target or for protecting the flank of your squadies.
Also, it gets easier as you go. Especially after the Horizon mission, so don't give up yet.

^ What this guy said. There's some areas in the game where enemies will just keep on spawning until you get close enough or past a certain location. There's one in Grunt's recruitment mission where you first start meeting hostile Krogan. The first time I tried it, I also ran out of thermal clips wondering why these damn Krogan just never stop coming. The second time I happened to Charge in on my Vanguard, and then wondered why only two Krogan showed up that time.

I can't say how long it took to get through before I read that (many reloads), eventually I rushed to the YMIR Mech and blasted the **** out of it to get to that door after that last bridge with my squad dead and a bunch of blue suns shooting me. but i learned eventually

once you recruit mordin you have the research terminal, you will be able to train unlocked bonus powers for yourself. reave is Samara's loyalty bonus power, from doing the squad loyalty missions.
i have personally prefered warp ammo or reave, because the soldier only has concussive shot vs. barrier, so either is a big help.
also, you should use adrenaline rush as much as possible, once lvl 3-4 it will cool down in three seconds. and there is a damage bonus so each round will do at least twice the damage compared to outside the rush. the lvl 4 selection depends on what your preference of play is.
hardened gives a damage reduction of 50% so it has its uses to move in and out of cover more aggressively. heightened lasts a bit longer and allows you to fire a couple more shots, especially with the mattock and carnifex.

i've got a current build with squad disruptor, lvl 1 incendiary, squad warp, with commando, hardened rush, and heavy concussive shot, that has been interesting so far, with the idea to strip defenses and ruin their day:devil:.
