The
way Morrigan worded it, she seemed to imply they could, but there would
be very little reason to(according to her), but she never said they
can't.

Don't know if this has been pointed out. The
question you ask morrigan is Can you change into other humans Morrigans
Response is Essentially NO she can not. Reason being she is already
human. it's not worded in any way that could imply the ability for a
human to shapeshift into another human.

i will also voice that
i'm pretty sure that the Qunari are not human and so it is possible for
flemmeth to shapeshift into one. I will also arefer to the flemmeth is
neither this nor that or even truly human quote from morigan. i would
say this could imply that flemmeth is obviously something not human and
could verywell shapeshift into either a human or a qunari.

This all leads us back into a circle of asking ourselves what the bojangles we really know about flemmeth and the answer is we thought
she was an old old lady in the woods...we were wrong and have no idea
as to what she could be. We have no idea to Flemeths original form and
thus no way to predict what she is or will be. From the image i would
agree it's likely she's taken overa qunari body or shapshifted into one.
Though The Bioware post leaves me doubts. Because if this was the case
why would bioware post O.o? My doubts i believe are confirmed by this
pic which clearly depicts hair

I'd
find it more likely that she is an Elvan god attempting to Reshape the
world wtih the power of a tevinterOld god or a very crafty demon trying
to become a god

Dragon horns? I guess her hair does look like the horns on the new Flemeth dragon (not the old one). But I still think her hair is remarkably similar to that qunari dude's horns too. But, yes, I suppose maybe the "consistent art style" thing has given everyone the same horns?

OK, I've got it. (That Flemeth pic is at Lothering right? If not, my theory falls apart.)

So, when the Lothering battle happens, Flemeth has already lost Morrigan and is looking to seduce someone to get a new daughter. So, when the fighting breaks out, she just happens to be in Lothering with her hair carefully styled for attracting a handsome hunk, maybe some dude in a cage who looks a little lonely? And her dragon shape's horns just reflect her "on the prowl" hairstyle.

Case closed, right? Right?

(But if this is a "consistent art style thing" it's both confusing and quite clever. Clever because I've seen shots of Flemeth several times and not noticed her horn hair before, but confusing because, to my mind, there should be a reason for a hairstyle like that. Still, maybe there is a reason. We'll see.)

I've seen this assumption before, and it's a little bizarre-- why would Flemeth be a qunari? Does she look like one, aside from the dragon-like horns in her hair? One assumes she could maybe change shape into a qunari if she chose, but... why?

THANK YOU for answering this. I've heard this question one to many times and it never made sense to me either. Flemeth looks nothing like a Qunari.

The "dragon-like horns" are similar to the Qunari horns.

Now, my own personal assumption is that the Qunari came from interbreeding dragons and dwarves.:P

Flemeth is a nug. I repeat, Flemeth is a nug.

I'd laugh my head off if she turned out to be a qunari, but I guess the new hairstyle might facilitate her possible dealings with them. If the qunari ever care about such things, that is.

"I gain nothing by studying another human. I already am the same as they are, I learn nothing."

Her reasoning for not being able to, is because she gains nothing by studying another human, but she never says she can not learn how to.

Well, she doesn't say she couldn't LEARN, but she does go on to say flat out that she can't, at least not currently. I believe the line is "To answer your question, no, my human form is the only one I possess".

Yes, but saying she can't and saying a shapshifter can not are different things. I guess, I always took it that some shapshifters can, and since Gaider confirmed that she(Flemeth) can...

I am not trying to be mean to anyone but.....how could you think she is a qunari. Just because she has dragon like horns in her hair does not mean she is a qunari.

Actually, I find it more interesting (and bizarre) that Flemeth with her new look now has the face of and old hag in her 70s and the body of a 20 year old. Very, very disturbing.

"I gain nothing by studying another human. I already am the same as they are, I learn nothing."

Her reasoning for not being able to, is because she gains nothing by studying another human, but she never says she can not learn how to.

She Clearly Says that No She can not shapeshift into a human because She is already a human. She can not learn how to because "[She is] already the same as they are, [She] learns nothing" by studying other humans.

as a resource i'll site the conversation itself from start to finish along with the decisive "No my human form is the only one i possess" So as far as we know it is impossible for another human to shapeshift into another human.

http://www.xfire.com/video/383b1a/

So the answer is no. it is not an open ended question. and i will also point out your argument that she never says she can't learn how to is a complete fallacy even in the quote you provided she says she can't learn how to (the whole "I gain nothing[...]I learn Nothing." bit there means she can't learn it)

Stop hitting Escape in game and start listening.

Sheeesh. As I pointed out above, she could also be full of sh!t. She might be perfectly capable of taking any number of human forms and it would certainly be to her advantage for the Warden to be unaware of this.
