I think the hairstyle is connected to her dragon shape not the Qunary. Unless of course she's not seeking political asylum from the Qunary and thus trying to look like them. But otherwise no, she's not Qunary...

The Tevinter symbol for Dragons has always been an upward crescent because their horns have that shape now, even in Origins. I don't now about the spire, though.
Flemeth's look is suposed to resemble a Dragon. Case closed.
Edit: Although I will admit the Qunari horns are remarkably similar to Flemeth's. But it would look ridiculous if her hair-horns stuck out from the side of her head, so that's probably why the designers opted to slick them back.

That dragon *is* Flemeth. That particular piece is a reworking of this piece of Dragon Age: Origins concept art (presumably because it was easier that drawing an entirely new dragon):
