You're thinking of Celestial Fury and Pixie ******(among others)? All attacks auto-hit, however some enemies are immune to stun/sleep effects. Because of this, these particular weapons are not considered the most powerful, plus the enchantment to hit factors in.
Usually weapons with hit on dispel, or level drain tend to be recognized as the most powerful.
