What a weird question, if you really want a somewhat logical reply then it is because as time flies by art and preferences change, just look at the colors that were used in the USA between the thirties and the seventies, especially at the time of hotrods and rock music, very vibrant colors among them pink were the standard
You may not like pink, but it may be trendy at this date, and as others pointed out, Shep also had a white/pink armor before the devs went stupidly mainstream, and the devs also stated once that she was supposed to be the female counterpart of the semi-canon male Shepard, so in the end if you don't like it blame it on Shepard for his original armor or blame the devs for not "refashion" her at the same time

Anyway, I'd prefer if her armor wasn't pink/white. You can of course say that with radar, sensors, and other target acquisition systems all sorts of color-based camo are obsolete, but then again an armor that draws the attention of every single enemy within visual range to itself is a bit of overkill.

Not sure why the others in her unit were wearing green. It can't be a rank thing because 2 of the soldiers in ME2 were PFCs the other was a Gunnery Cheif.
One possibility is that the Phoenix armor was reserved for officers and NCOs while the greens were for the average grunt in ME1 then after the Battle of the Citadel all armor got upgraded to Phoenix (for better protection).
Shepard's N7 Onyx armor is for spec ops otherwise he'd probably be in the Phoenix armor as well.
Other than Ash we never see non-N7 NCOs so it's as good a theory as any.

Seriously though, it's probably just the official armor color of a Gunnery Chief, and while it does kind of make her look like a barbie doll, it's a barbie doll that demands respect.
Maybe it was an aesthetic choice on the part of the designers as pink is largely considered a 'feminine' color and they wanted to help that excentuate her stance as a toughened woman. I think there are other more likely reasons but still, it's a thought. Though I'm fairly certain that a woman doesn't need essentially girly things to be considered feminine and that toughness is just as much a lady trait as it is a male trait, in fact Ashley kind of demonstrates that.
Whatever, it's just a color scheme. It certainly didn't stop me from thinking she was awesome, plus she can have new armor put on if you so desire. My personal pick is Collosus, although that could just be because it makes her look all the hotter.

Fair points I suppose, I admit that I probably didn't put as much thought into this post as I should have since I have always firmly believed that Ashley is awesome no matter what color armor she wears.

A common "trope" in sci-fi is for space-based military forces to be a navy rather than, say, the army. It's the Alliance Navy, I believe, and that's why they use the same ranking scheme as allied navy forces.
I would expect that a ground-based attack force (Whom we don't seem to meet in Mass Effect) would be more akin to our Army.
As far as I understand from the codex, modern navies in the ME universe have rendered standard land armies as relatively obsolete, since an opponent who has orbital supremacy can quickly annihilate any considerable ground forces with mass accelerator fire. The navies maintain themarines primarily for small scale operations such as boarding actions, rescues, infiltration and so forth, but any large scale engagement is generally won in space, rather than on the ground.
The exception to this is of course guerilla warfare, such as that described in "Vallum Blast" news pieces, where the turians had to use more considerable ground forces.

Even if you are only looking at the navy and marines, it doesn't make sense for the marines to have the same ranking structure either.
