I always went under the assumption that modern technology in the ME universe, with built-in suit computers that include automatic IFF signals, the need to wear matching uniforms was largely redundant, and so individual soldiers could choose to wear whatever armor/colour combinations they saw fit. I presumed that Ashley was just wearing the Sirta Foundation's Phoenix armour out of personal preference.

That would work if it wasn't the military. I don't think a superior is going to take that. Personal preferences pretty much go out the window once you sign the dotted line on the recruitment form.
Granted things change, but the military has been making rules about similar dress and what not for centuries. (i think the Romans made their soldiers stay cleanshaven and gave them massproduced armour and weapons) I don't see that big a chance in a few lousy centuries.
The way i understand it, it creates cohesion if a soldiers wears what his/her buddies wear. Ashley doesn't have the rank to muck around with that, a commander might though. Besides for a lot of military people the similar uniform is a matter of pride. (troops jump out of airplanes to get a screaming eagle insignia or a red beret (british?)

I like pink, and baking
But hated Ashley's armor .. it was way too Pink Power Ranger-esque. Changed it the minute I could but then of course it makes an appearance in ME2 -- even worse, it's worn by Kaidan.

It's Phoenix armor and in ME1 just about everyone can wear it (at one point me Garrus and Ashley all were running around in it since it was the best we had, and you look like a straight up badass when you execute people when your rocking pink!).
Also it's made by Sirta Foundation (which is more of a medical company than a military contractor) and the armor regenerates your health. Essentially it's medic armor, and since, according to the wiki, the color red was already taken to designate squad leader on onyx armor (the standard alliance armor), so pink was the closest thing that conjured up medical treatment I would assume.

Is that you Donut?
Isn´t it obvious why Ash has armor with pink details? It was October back on earth so she showed her support for breast cancer awareness.

Adjust the color on your monitor....if it looks pink, it's probably off.

It's not even pink, it's light red!
Actually I'd call it pretty regular red. I don't see where people are getting pink from.

Reminds me of a RVB reference. It's not pink, it's light red

Fine, it's red *coughs* Not! *cough* So why are her friends, wearing camo like proper soldiers. And she's running around in armour that screams to be shot at. I wouldn't want to share a foxhole with her,...well i would, but not when they're shooting real bullets.

Hehe that depends on the colour of the soil, maybe Ashley was assigned to mars a lot or something
