Without messing around too much with my meager abilities and doing a quick survey of the wiki, I found nothing on icons. I'd like to extract all the talent/spell and class/specialization icons and see if I can make something neat out of them.
Where are they stored and how do I convert them to a workable format (I'm just going to go ahead and assume they're not stored in a .png/.gif/.jpg or other casual format)?

They're probably stored in one of the various ERF files that came with the game, you can open those from within the toolset (file -> open) and extract individual files. They'll be in .dds format.
The "erfeditor.exe" that's in the tools directory is currently an old version from the beta test, you won't be able to run it directly (you'll get an error message about a "bad keyfile"). Editing ERFs from within the toolset itself bypasses this problem, and our next release will include editors without the keyfile check.

I think I've actually managed to find the icons, but I need a working .dds converter to check. Anyone know a good one?

I think the Gimp handles DDS - I seem to recall making a DDS to use in game with it for testing purposes at one point. It's free so it can't hurt to try, anyway.

both photoshop and the Gimp use plugins for .dds, for photoshop you'll want the nvidia one. I'm fairly sure they're both free to download.

I am working on reskinning mage robes atm. I am using the nividia plugin on the 30 day trial version of Photoshop elements. I am fallowing the reskin tutorial for this. I imagine it is similar. So is Gimp a better program to use for this?

The Gimp is free, that's pretty much the reason I use it. I'm not an artist though so I don't know the differences as far as features go.

The icons are inside the: Dragon Age\\packages\\core\\data_tools\\guitools.erf
Saving the Icons, use the NVidia Photoshop DDS plugin and save as:
Format: "X.8.8.8 XRGB 32 bpp | unsigned"
Type: "2D Texture"
Choose: "No MIP maps"

As a batch converter, I usually use DDS Converter 2. Intuitive, complete, and bug free as far as my own utilisation goes.
