You can pre-order it from 2 shops in the United Kingdom. It will be shipped to them, and in 2-5 days (3 according to most people here) and some extra money you'll have it yourself.
The main problem is, you'll get it 2-3 days later then normal (which means it's in the shops and you are still waiting) and you'll need a credit card to pre-order it. The normal European Bank-cards don't work.
Also, most gameshops in Europe don't know if they can pre-order it as a shop yet. I'm from the Netherlands and the biggest game-shop here couldn't pre-order it for me. Same goes for someone from Hungary and Brazil. All relatively big countries.

Amazon.de already has it for sale but they don´t do upgrades, you have to select the signature edition yourself while you preorder. For some time they charged more for the SE, but right now the SE is even cheaper than the regular edition. And there is a dev post in this thread with a list of known retailers, just click on the blue Bioware logo in the topic overview to just see posts from Bioware.GXveges wrote...

I recommend buying it from play. They always ship fast, no damage to the sent item(s) and the prices aren't bad.

Those lists reflect the distribuiton agreements they have in place, and the countries for which a particular distributor has responsibility. South Africa always falls under the eu distribution channels. Even for steam our releases dates are scheduled according to the eu/uk ones and our payments go through their Londen section.
EA actually does have a local office here .
