No the Signature Edition offer will not be available through Steam. The only digital source for the Signature Edition is the EA Store and already listed retailers. Physcial copies are available at all retailers.

2) Yes - (Evil) Chris Priestly's word (TWICE) that this is the one, the only, "non-standard" edition of DA2. Do I think that someday there will be a DA2 equivalent of the DA:O "Ultimate Edition" with all the DLC ever released contained on disc? I would expect so. Eventually.
(But I have no better sources of information than any other gamer, so what do I know?)
