How hard would it be to have the game automgaically change the skin color of family members for the Dwarf/City Elf/Human Noble Origins?

Well you could make a custom tint or use one of Bioware's tints and apply them to the morphs/.mrh files/.mor files of the associated characters in the Dragon Age Toolset.
