Absolutely not. However, the weapons are also a bit different in New Vegas, the higher tiered high DMG weapons tend to be more deadly than in F3. But a high DT armor (I think the Power Armors have some of the highest DT in the game) will always be the best protection at the cost of it being heavy and all that.
What it means is that a high-powered gun, such as the Sniper rifle (which is the most overpowered gun in the game so might be a bad example) is more effective at punching through that armor. But using an automatic weapon will be generally much less effective as the high DT will absorb nearly all of your damage (except for a small percentile which will always slip through) where as in F3, a DR of 40 will absorb 40% of DMG taken. That's still a lot of DMG going through, even if you're going up against power armor with something like a submachine gun.
So it's more a matter of the scale being different. NV split off the weapon usefulness into different areas really. It's sorta hard to explain. But say that you're facing off in a really small space with 4 BoS guys (which can happen in this game, I know), that's gonna generally be a real problem because most of the high DAM weapons are often long-distance ones, slow to fire and hard to wield in close quarters, and stuff like submachine guns is gonna take ages to whittle down the enemy's health because so much damage is absorbed by the power armor.
Sadly, a lot of these nuances are trivialized in both F3 and NV because a lot of the time, you have vast distances to deal with which means you can pick off enemies at a very long range without them even realizing where you are. And VATS is always there as a "cheat system" which allows you to wield the long range weapons well even in close combat.
EDIT: I should also note that, while I think the NV system is a big improvement over F3, I find it disappointing that there still a minimum % of DMG that always makes it through. When considering that NV is a huge game that the mainstream will buy, it was probably the correct choice when viewed from Obsidians/Bethesdas point of view (I could just imagine the floods of "OMG I DONT DO ANY DAMAGE THIS GAME SUCKS!" posts) but it feels rather tame compared to the earlier Fallouts.
