That would definitely be the best decision. However, I think that by the time indoctrination has become "observable", there are considerable chances that the person "observing" has also been affected. Maintaing distance, as you've stated, would better suit the cause.

You can still observe someone by maintaining physical distance. :P Video cameras...

Presumably Reapers attack Earth whether you kept the base or not, and can be defeated whether you kept it or not. So it's probably not essential. That said, I can see it helping you to retake Earth and defeat the Reapers.

I blew up the base for one simple reason - I don't trust Cerberus. I don't trust them not let the technology from the base be involved in some catastrophic failure like Project Overlord, and I don't trust them not to use it on the rest of the galaxy.
