I have all the DLC's and am planning to start a new game and I want to know which order to play them in.

DSC, Golems, Leliana and WH are independent of the main game, so you can play them at any time. I'd do Warden's Keep and Stone Prisoner fairly early on, the Keep because it's a great story, but you also get a nice set of armor and the storage chest. Stone Prisoner because you get Shale and Shale is just freaking awesome.
For RP purposes I tend to play RtO later on, usually after doing one or two of the main plot quests.

There is no right or wrong way to play Dragon Age, but if you want the game to be more challenging, activate all of the DLC's for your new game but don't start any of the quests until late in the game.
For myself, I am waiting until after Landsmeet to do TSP, WK, RTO, then I'll transfer my Warden to play Awakenings and will complete it. I purchased GoA, but I want to import my character to play it after Awakenings. As for LS, DC, and WH I haven't decided if I want them or not. /shrug
I prefer to play DA:O without any DLC stuff on Normal Mode. I've been using the Blood Dragon Armor DLC since Level 8 and it's making some of the harder fights too easy. That Reaver in the Circle Tower was tough as hell the first time I fought him, but with the BDA, it wasn't even challenging compared to when I did the fight wearing Veridium Heavy Chainmail Set with a Veridium Executioner Helm.

Stone Prisoner, Warden's Keep, and Return to Ostagar take place before the Landsmeet so anytime before then they can be done. The game flat out states that these three happen before this so there isn't really any way to argue around that.
Darkspawn Chronicles' is an alternate time line that doens't matter when you do it. You can do it before you go into the final battle to see how things would play out if you loose or had died. Or you can do it after. Or you can just ignore it all together.
Leliana's Song chronologically takes place before anything in DA:O so you could start with it or if you don't want to spoil anything Leliana tells you herself then wait till after you complete DA:O. It doens't matter when you do it but if you are going for a chronological time line this is the start.
Awakening takes place six months after DA:O's conclusion. DA:O's epilouge sets up for it by handing over Virgil's Keep to the Wardens so this is the only place it could go.
Golems of Amgarrak takes place after Awakening as the epilogue for Awakening mentions the set up for GoA and the letter that brings the place to your attention address your character as "The Commander of the Grey Wardens" which is the title given to your character in Awakening.
Witch Hunt is called the final story so judging by that there is no other place for it other than GoA. You could though play it that the events of GoA and Awakening never happened or that your character went in search of her before he/she went off to Virgil's keep however there is an ending that complicates that matter. It's better to just stick it at the end tbh

naw technically you can load your game after you beat it and still play dlc content its really up to you

They're best played before the Landsmeet, but there's nothing that really states you HAVE to play them before it.
RtO in particular might be worth playing after the Landsmeet if you pick up Loghain, since he has some really interesting dialogue there.

Okay good. I really didn't want to do them until everything else was done. Some of the gear is just too overpowered.
I'm considering doing a Normal playthrough using nothing but Tier 1/2 armor/weapons and character-specific gear. Tanking the Archdemon in Grey Iron Heavy Chainmail with the Chasind Flat Blade would be comical and worth a few screenshots. =)
