Simple: The same species that made/were the Leviathan of Dis, It's a billion years old organic starship so I guess that they made the Reapers as a tool to maintain the stability of the galaxy. To keep dark energy from being utilized by organic organism on a wide scale, why else do the Reapers stay far outside the Milky way in dark space? Dark energy is a mirrored matter, anti matter and to manipulate it on a wider or larger scale can't be good, the instable sun in Dholen system/Haestrom.
