The planet description claims that landing is forbidden by law. If that's the case, then why are there resources to survey. Wouldn't that information be useless? (Assuming the Alliance is willing to follow the rules)

3-year old plot-hole is 3 years old. Seriously though, Shepard's a Spectre, so him/her and by extension his/her crew are immune to the Council's laws, but the crew only if given an order by Shepard him/herself

I recognize that it is an irrelevent "plot-hole", I was replaying ME1 and decided to post this.

It's not about a Spectre landing on Casbin, it's about the resources. Shepard surveys the minerals so OTHER people can extract them. People authorized by the Alliance, who would be bound by Citadel laws.

I'm betting every member of the Citadel circumvents the law every now and then. Shepard had to land on Casbin for Alliance business and just happened to note locations of mineral wealth. Leave it up to the Alliance what they want to do with that information...

I don't take this as a "plot hole", because laws are made to be broken.
Of course, you better think in the consequences before doing it, so it's no very wise going out and robbing a bank.

Said this, there isn't a single construction or whatever in a world that it seems perfectly fitted for colonization.

Pirates, for example, will land in Casbin and leave something behind.
Like the artifact you found.

Since it's forbiden to land and construct buildings, there's a lot of mineral resources unexplored.
And Geth don't respect Citadel laws.

Where's the plot hole?
