At level 14, your warrior classes get the option to select an additional (or initial in Sten's case) specialization. You don't actually 'send someone to Alistair' at any point. On the level up screen where the boxes for the specializations are, the ones you have unlocked/available for that character will be lit up.
On the plus side of that, the first time you unlock any specialization, it's unlocked for all games you have/will start. So if you ever make a warrior and totally ignore Alistair, you can still be Templar trained.

Thank you so much. I am also trying my thief to teach me the Assasin skills but he hasn't agreed yet. I am a mage, can i be taught to be a assasin too ?

Only a Rogue can be trained to be an assasin, so your mage is out of luck. But when she reaches level 14 Leliana could become an assasin if you so desire.

That other dude NPC i have seem like a much better fighter than Lilliana. but i am torn, since i am hoping eventually i could sleep with Liliana so i want her tagging along but she isn't the best fighter/thief.

You don't have to have them in your party in order to romance them. Though you'll have to bring her along for a specific side quest to open for her before you can complete her romance.
