Indeed, there were occasions in ME1 where I could appreciate Udina. Yet in ME2 he doesn't even make any effort to help Shepard.

Udina shouted as the salarian took the documents and typed something into a terminal. Udina's watch showed 3:59 PM. Against the odds, he had delivered form 24B84KL-XV-2184 ordering additional office supplies before warehouse 32 had closed for the weekend. It was a good day indeed.

Not quite. It would be about Shepard but Udina would play an important, if possibly post-mortem, part.
Although your suggestion is very hilarious.

Anderson does call you to the Citadel to get your spectre status back and he does interject and stop the council from charging you with treason.
I'd say that beats one good line of dialog from Udina (or rather to)
"I had a long list of people I didn't wanna see and your name is right at the top!"
